Susan Miller, Council member of Manheim Borough, said that her yard was taken over by stray cats. Susan Miller blamed people who fed the strays for causing the problem.

Miller said she could not cut her grass because 30 strays are on it. Miller’s lawn was invaded by as many as 30 stray cats. Miller suggested drafting an ordinance to forbid the feeding of stray cats.
