Steven Lipski, a New Jersey Councilman, was arrested for relieving himself on a crowd of concert audience. Steve Lipski urinated from the balcony of a Washington nightclub. Lipski wet the audience downstairs of the balcony. Steven Lipski was at the 9:30 Club, a Washington nightclub. The club source said Steven Lipski was very drunk when he committed the act.
