Keith Olbermann had Russell Tice, a former NSA analyst, on his show, “Countdown with Keith Olbermann.” Tice said the National Security Agency, under Bush administration, collected communications data from ordinary civilians.

The purpose was to spy on civilians not covered by surveillance.
