Nicole Johnson (picture here) was Miss Westlake Village USA in 2007. Nicole Johnson was in the top 15 runner ups for Miss California 2007. That year, the wrong Miss California was crowned because of an error in writing down the winner’s name. Christina Silva was crowned but the pageant officials forced her to relinquish her prize to Raquel Beezley. Silva has filed a lawsuit against Miss California’s organizers.

Phelps would not confirm or deny the rumor about Nicole Johnson. Phelps admitted Nicole Johnson and himself were good friends. Phelps told People mag that he had felt cool, normal and enjoyed his fun at the publicity stunts.
