Richard Tabler, of Killeen, was convicted in 2007 of killing Mohamed-Amine Rahmouni, 25, Haitham Zayed, 28, Tiffany Dotson, 18, and Amanda Benefield, 16. Richard Tabler had a smuggled phone, a contraband, in his Texas prison death row. Lorraine Tabler, 60, Richard’s mother, was arrested and detained for supplying the cell phone and buying phone time for Richard and 9 other prisoners.

The inmates made about 2800 calls on the phone. Richard Tabler used the cell phone to call Sen. John Whitmire to threaten him. Tabler told Whitmire he knew his daughters’ names, ages and addresses. Whitmire is the Texas Senate’s chairman of the legislative committee that oversees the Texas Department of Criminal Justice. Gov. Rick Perry ordered Texas’ prisons to be locked down as prison officials conducted searches for contraband like cell phones.
