Joshua Neer, of Urbandale, was driving downtown at around 12:40 am Thur., Jan. 1, when he hit a police car. Neer, driving in Des Moines, Iowa, sped away and started a high speed cat and mouse chase with police. Police used stop sticks to flatten the tires of Neer’s car and he had to stop and surrender. Joseph Neer, 25, was charged with second offense drunken driving and eluding police.
