Joan D’Alessandro & Joseph McGowan: D’Alessandro’s murderer McGowan denied parole

Joseph McGowan, 62, is serving a sentence for the murder of Joan D’Alessandro, 7, in 1973. Joseph McGowan has appealed for parole but he has been denied. The Parole Board said the decision was made after an interview with the convict, Joseph McGowan, on Monday, Dec. 8.

Joan D’Alessandro’s mother, Rosemarie D’Alessandro, had lobbied for state and federal versions of Joan’s Law. This law eliminates parole eligibility for offenders convicted of murder while committing a sex crime. Although Joan’s Law took effect too late to affect her case, it would be a great deterrent and help for the cases after the law took effect.
