Jamie Best, of Sacramento, 35, made 300 phone calls to 911. Best was arrested for making nuisance and false calls. Police said Best started making cell phone calls to emergency services on Dec. 30. Best was accused of giving vulgar messages, false information on shootings and a bomb threat to a state building.
