James Kauchis: Should James Kauchis be paid for lunch hour lockdown

James Kauchis did not appreciate being kept safe during a lockdown. Kauchis, a Broome County employee, complained that he should be paid for his lunch hour, spent inside the Department of Social Services (DSS) building.

James Kauchis works as a DSS accounting clerk. The DSS building was ordered to be in a lockdown on April 3, when a gunman, Jiverly Voong, shot his way to a massacre at the American Civic Association.

Should James Kauchis be paid for his lunch hour spent inside his office building? Should everyone else be paid for being protected during that lunch hour?
