Eileen Wilbur: Eileen Wilbur fined over one penny
By Clarencia Cynrae on November 19th, 2008Eileen Wilbur, 73, was blind. Her daughter read her a letter from the Attleboro City Hall, who threatened to impose a lien of up to $48 because she underpaid her water and sewer bill by a penny. Wilbur was threatened with a fine over one penny.
The postage for the letter cost 42 cents and the Attleboro City Hall paid out 42 cents to collect a penny from her. Eileen Wilbur asked her daughter to fax back a reply and when she failed to receive a return fax, she went to The Sun Chronicle of Attleboro, which then reported the story.

The City Collector, Debora Marcoccio, said that the letter was computer generated and sent out indiscriminately. Marcoccio denied any bullying on the City’s part.
