Billie Jo Smallwood, 35, was arrested on arson charges that she set her government apartment on fire. The prosecution claimed Smallwood wanted to kill her husband and collect on his insurance policy worth $400,000. Billie Jo Smallwood killed two of her kids instead and her husband, Army Spc. Wayne Smallwood survived the fire. Only one child, Nevaeh Smallwood, survived the fire. Sam Fagan, 9, and Rebekah Smallwood, 2, died in the fire in May 2007.

Billie Jo Smallwood was denied bail because the judge deemed her a flight risk. The Army investigator said gasoline as poured on the living room floor. The home’s doors were locked on the inside and smoke detectors were removed. Billie Jo Smallwood and her husband, Wayne Smallwood, were alleged to have some marital problems. Billie Jo Smallwood claimed she was concerned with her husband’s use of alcohol and drugs.

Billie Jo Smallwood’s family members and husband came before the judge to say they supported her release on bond. The family declined to talk to the press. There is a photo of Billie Jo Smallwood at the link.
